While the Emancipation Proclamation was made effective in 1863, news spread slowly, and many people remained enslaved over the next two years. On June 19, 1865, 2,000 Union Troops arrived in Galveston, Texas, and informed the remaining 250,000 enslaved Black people that the Emancipation Proclamation was signed by Abraham Lincoln. June 19th became known as America's Second Independence Day and was designated a federal holiday in 2021.
